Jean Chretien essays Jean Chrtien's greatest asset as Canada's twentieth prime minister is his long years of experience in Parliament and Cabinet. In government or in opposition, he has served with six prime ministers, held twelve ministerial positions and sat in Parliament for a total of twenty-seven years. When it comes to the game of politics, no one knows better the players and the strategies. The eighteenth child of a paper mill machinist, Joseph Jacques Jean Chrtien was born in Shawinigan, Quebec in 1934, sharing with Canada's first prime minister, Sir John A. Macdonald, the same birthday of January 11. Although his academic achievements were modest, Chrtien's parents were determined to give him good education and he was sent to the classical college in Trois-Rivires. After graduating, he attended Laval University, where he studied law. He was called to the Bar in 1958 and set up his law practice in the working-class district of Shawinigan North. Chrtien had demonstrated an interest in p olitics from a young age. His father was a Liberal organizer and by the age of fifteen, Chrtien was helping to distribute pamphlets and attending political rallies. At Laval he joined the campus Liberal Club. Quebec Liberals were an endangered species in the 1950s; the Union Nationale had dominated Quebec politics for more than a decade, and in 1957, the Conservatives won federally. Nevertheless, Chrtien persevered, campaigning for Liberal candidates in both provincial and federal elections. By 1960, he was principal organizer for Jean Lesage, leader of the provincial Liberal party, in the election that made him Quebec Premier that year. In 1963, Chrtien was asked to run as the Liberal candidate for St-Maurice-Laflche in the federal election. The Articles of Confederation and the Constitution Essay Question: From 1781 to 1789 the Articles of Confederation provided the Unites States with an effective government. Use the documents and your knowledge of the period to evaluate this statement. Although the Articles of Confederation provided a working government for the United States, it was not necessarily an effectively working government; an effective government would be one that not only establishes control and authority, but one under which the nation flourishes. Certainly the Articles set down a basic government with the idea of a democratic republic. However, the Articles of Confederation didnt impose an effective government as much as it set the basis for one. It was unable to enforce many laws and many of those set were also unequal in operation, as unfair to some states as fair to others. Thus, from 1781 to 1789, the Articles of Confederation established a working, yet ineffective government, with very little control or authority over foreign relations, the economy, and western lands. In foreign relations, the government set down by the Articles of Confederation had minimal, if any, control and authority over diplomatic efforts with Spain, France, Britain, and the foreign presences in America. One contributing factor to this was the lack of an executive branch. Congress was the chief coordinating agency of any war efforts and almost every action of meaning. During a disagreement over foreign policy, the argument could possibly have lasted for weeks with no decision or compromise set, leaving the problem standing unresolved. What authority Congress did have over commerce was shown in some unfair tariffs on foreign trade, that consequentially affected foreign relations. There was a marked decline in the estimated market of United States exports to Great Britain; in those, there was a definite per capita drop [Document B]. There was much difficulty with diplomatic efforts with other countries. For example, while negotiating a treaty with Spain that could have given America access to the Mississippi River, the Southern states refused to go along, with the result of the treaty negotiations and the Mississippi had to be given up [Document F]. In America itself, Congress was unable to enforce the Treaty of Paris. There were British troops still occupying some parts of America [Document D]. Since Congress could not directly assemble an army, there was no way to dealÃ with the problem and the existing American troops were discontent with the governments failure to pay their wages [Document C]. Considering the state of foreign relations under the Articles of Confederation, the Louisiana Purchase wouldnt have been possible. The negotiations for the territory would have failed and Congress would have argued over the purchase of land long after the offer would have been voided. The difficulties in foreign relations were too much for the government set by the Articles of Confederat ion to be considered effective. The economy, like foreign relations, worked virtually in complete independence from Congress and the Articles of the Confederation. Congress had little authority over and abilities of directly taxing the people and regulating commerce. Being the central institution of national authority Congress needed the power to control factors that influence the economy which they didnt. The foreign relations of America affected the foreign trade of America. The foreign relations were in a dystopian. As a result, the foreign trade of America was in as sorry a state of affairs. The basis set for an effective democratic republic was embellished and made to succeed in the Constitution. This demonstrated that the Articles government wasnt completely flawed, but it certainly wasnt effective.

Communication is the process of sharing meaning with others. The sender is the person who sends the massage and the receiver is the person who receives the massage. There are encoding and decoding processes that happen during this stage. The sender encodes his idea or thought into a massage. For instance, there is a policeman staring at you, and you somehow notice the action and panic. The exchange between sender and receiver occurs. As the receiver, when you notice his action, you will decode the body language and his serious facial expression and you will think that as a sign that youÃ¢â¬â¢re in trouble. This interpretation may due to your knowledge and experiences. These both encoding and decoding is very important. This kind of massage can be either in the form of verbal communication or non-verbal communication. Verbal communication or also known as spoken word can be divided into two types, oral verbal communication and non-oral verbal communication. Oral verbal communication is the usage moment when we utter the words or speaking whereas non oral verbal communication is the usage of alphabets system in a proper manner or in a simple word, writing form. Non-verbal communication or also known as unspoken word can also be divided into oral non-verbal communication and non-oral non-verbal communication. Non-verbal communication as a whole can be defined asÃ¢â¬â¢ those bodily actions and vocal quality that typically accompany a verbal massage and are usually interpreted as intentionalÃ¢â¬â¢. A person who is standing on the basis to deliver a speech even though looks like he is only performing a verbal communication may also unintentionally performs non-verbal communication too. This can be seen through his body language for instances, body gestures, facial expressions and even eye contacts. This explains the theory given by Verderber that non-verbal communication and verbal communication can be both happen at the same time. In communicating with each other, language is one of the compulsory features that are required. According to Rudolph F. Verderber, language is the body of works and system for their use in communicating that are common to people of the same community or nation, the same geographical area, or the same cultural tradition. If the spoken language used by the sender is not as same as the receiver, it will lead to the problem in conveying the massage. Body language as opposite is universal and can be understood by almost everyone around the globe despite of their nationality, races, genders or even their motherÃ¢â¬â¢s tongue. This model was first created to show how the radio and telephone is working. There are three major parts of this model which ate sender, channel and receiver. The sender will encodes and transmitted the messages in form of binary code or data through the channel. The receiver then will receive and decodes the data into understanding messages. Plus, during the process of sending the messages, there may be some interruption or noise happened either internally or externally. This may due to the imbalance hormone, lack of information, crowd noise or even health problem. Communication begins with self. This principle explains how oneÃ¢â¬â¢s experiences and knowledge affects his or her ways in treating and communicating other people. Experts also agree that people are products of how others treat them and of the messages others send them. The worldÃ¢â¬â¢s middle class is growing while AmericaÃ¢â¬â¢s middle class stays the same. United States has a smaller middle class compared to other countries like China, Canada, Australia and Switzerland. Rich are getting richer and poor are getting poorer and the middle class either stays how it is or gets smaller. Every modern countryÃ¢â¬â¢s goal is to cut poverty and grow the middle class. In order to grow the middle class we need to increase the minimum wage. The minimum wage has been raised from 7.25 dollars per hour to about 9-10 dollars per hour. With minimum wage increase we encourage workers to get out of poverty and have an ability to improve their financial status. Another reason why United States has a Ã¢â¬Å"poorÃ¢â¬ middle class is that higher education puts kids into debt while higher education in other countries is tuition free. Students in debt are not likely to become wealthy anytime soon which raises a question if higher education is even worth it. Makin g higher education affordable is a key to grow the middle class. The other reason that might be affecting the middle class being small is medical insurance not being available for the most. Not everyone can afford medical insurance. Government needs to provide affordable medical insurance to improve the middle class and cut down poverty. Last but not least, opening a business is a hard task for low and middle class.
